CNGI based Resource & Environment Decisional Service System for Lancang-Mekong Sub-Region Security

چکیده

This paper expounded the research result on the sample decision service systems based on China’s Next Generation Internet (CNGI) environment. The corresponding project aimed at setup series of systems on the information service and decision making for regional resource & environment security. The framework consists of five systems, i.e. the system on CNGI application management, the system on natural resource-environment & sustainable development, the system on disease preventing, controlling and emergency reaction, the system on biodiversity and ecological safety, and the system of regional tourism. The output is to develop and build five web-GIS style decision & information service system which will be setup and run at five nodes in Beijing and Kunming. The project has resolved such key scientific problems as interactive communication and operation on mass data through CNGI, mainly IP V.6, which has much higher speed, much broader band and much easier integration of isomer network platform, and integration and application of multi-source spatial data, e.g., electronic maps, GIS database, remote sensed image, statistical data on variety of subjects, industries and sectors, as well integration of multiple mathematic models on various applications, especially on macro resourceenvironment monitoring and evaluation, regional sustainable development, regional medical emergency reaction, and bio-diversity & ecological safety. The system on natural resource-environment & sustainable development is composed of six levels, they are telecommunication facilities, computer networks, data warehouse, common technological platform, running systems, and users. Among them, the common technological platform consists of tools of data transferring, ID recognition, resource & environment data collecting & monitoring and information visualization, as well as interface of professional application models, while as in the running system part there are three dynamic monitoring subsystems in natural resources & environment, minority group gene, and urban humanist items respectively, and three sustainable development information sub-systems on economic operation & exchange among multiple countries, sustainable development decision making among different districts, as well as trans-boundary trading, respectively. There are three levels in the system on disease preventing, controlling and emergency reaction, i.e. disease and medical spatial database level, basic professional disease information service level, and the extended level--regional disease preventing, controlling and emergency reaction. Among three levels, there are more than eight functions in the second level, including disease data collection, management, analysis, point source computation, disease spatial-tempo information statistics, querying, editing, and epidemic situation prediction, while as the extended level includes such functions as epidemic situation evaluation, disease preventing plan making, disease controlling route, and medical reaction command & direction, as well as regional disease preventing and controlling harmonizing. There three parts in the system on bio-diversity and ecological safety, i.e. remote sensing image based ecological safety monitoring, GIS technology based bio-diversity and ecological safety evaluation, and spatial decision making system based ecological safety adjusting. It was realized in three mode, i.e. B/S, C/S and single computer mode. In the system of tourism information service and decision making, the core functions are online assistant decision making in tourist route and plan for users, according users’ input of current location, seasons, spare time period, scene spot type expected, economic situation, etc. So it will be very useful to variety of tourists.
